Don't assume you have the right of way in the streets. Drivers may not be able to see children in the road. Stay out of the road as much as possible.
2. BE CAREFUL CROSSING
Always wait for cars to pass. Cross the street as a group. Never dart out in the road.
3. STAY WITH YOUR GROUP
Always stay with your group. Talk with them about where you are going so no one gets separated or lost. Have a time and place to meet just in case.
4. TRICK OR TREAT IN SAFE PLACES
Never enter a car to get a treat and never go inside someone's home. Only knock on doors with the porch light on and stay in well lit areas.
5. WEAR SAFE COSTUMES
Wear costumes that are bright and reflective. No hazardous weapons or sharp objects. Use masks that are safe and easy to see out of--or better yet use face paint instead.
